1. Postman's Cultural Taxonomy

Neil Postman proposes that we can classify human cultures into three distinct technological eras:

  • Tool-Using Cultures: Tools are integrated into the culture and subordinate to its religious/metaphysical world-view.
  • Technocracies: Tools play a central role; they bid to become the culture, forcing tradition and religion to fight for survival.
  • Technopolies: Totalitarian technocracies where all forms of cultural life submit to the absolute sovereignty of technique and technology.

2. Tool-Using Cultures: Definition

Until the seventeenth century, all human cultures were tool-users.

Core Characteristics:

  1. Practical Problem-Solving: Tools are invented to solve urgent physical problems (e.g., waterpower, windmills, heavy plows).
  2. Symbolic Integration: Tools serve the symbolic world of art, politics, myth, ritual, and religion (e.g., castles, cathedrals, mechanical clocks for devotion).
  3. Respect for Cultural Integrity: Tools do not attack or undermine the dignity and traditions of the society. Custom and metaphysics direct tool use.

3. Governance of Technology: Historical Examples

In tool-using cultures, technology is never seen as autonomous. It is strictly subject to social, moral, or religious jurisdiction.

  • The Samurai Sword: Under the code of Bushido, the long (katana) and short (wakizashi) swords were meticulously governed by precise rituals of honor and warrior status.
  • The Crossbow Ban: Pope Innocent II banned the lethal crossbow in the early 12th century, declaring it "hateful to God" and prohibiting its use against fellow Christians (though infidels were fair game).
  • Leonardo da Vinci's Submarine: Da Vinci kept his submarine designs secret because he believed it was too destructive a tool to unleash, fearing it would not find favor in God's eyes.

4. Technological Disruptions in Tool-Using Cultures

Even highly unified tool-using cultures can have their symbolic and moral structures accidentally fractured by the entry of a new tool.

  • The Stirrup (8th Century): Introduced to the Franks under Charles Martel, it enabled mounted shock combat, raised the military dominance of the knightly class, and transformed feudal land ownership.
  • The Royal Palace Clock (1370): King Charles V ordered Paris citizens to regulate their commercial and private lives by the palace clock, overriding canonical church hours.
  • The African Matches: Egbert de Vries documented how matches destroyed a tribe's custom of lighting a new fire after sexual intercourse (which previously made adultery highly public and difficult to conceal).
  • The Rifle: Farley Mowat's study of the Ihalmiut tribe shows how replacing bows and arrows with rifles completely eradicated their traditional way of life.

5. Student Task 1: The Ecology of Tools

Prompt: Postman writes: "Technological change is neither additive nor subtractive. It is ecological. A new technology does not add or subtract something. It changes everything."

  1. Analyze Egbert de Vries' example of matches in the African tribe.
  2. How did a simple tool (a match) alter:
  • The community's moral values regarding privacy and marriage?
  • The tribe's traditional social network?
  1. Can you think of a modern "simple" tool that similarly rewrote our daily moral or social habits without our conscious permission?

6. The Birth of Technocracy

The modern technocracies of the West emerged from the medieval European world through three great inventions:

  • The Mechanical Clock: Created a new quantitative, synchronized concept of time.
  • The Printing Press: Attacked the epistemological monopoly of oral tradition and the Church.
  • The Telescope: Shattered the moral center of gravity in the West.

The Copernican Shock:

By showing the Earth was not the stationary center of the universe, Copernicus, Kepler, and Galileo turned the Earth into a "lonely wanderer in an obscure galaxy." The Western world was forced to ask: Does God have any special interest in us at all?

7. Galileo vs. The Doctors of the Church

Galileo directly disputed literal scriptural interpretations, arguing that physical observations must take precedence over biblical passages.

"This would be as if an absolute despot, being neither a physician nor an architect, but knowing himself free to command, should undertake to administer medicines and erect buildings according to his whim—at grave peril of his poor patients' lives..."

  • The Split: Kepler and Galileo took the first steps toward technocracy by demanding the separation of moral values from intellectual values.
  • The Trial (1633): Galileo's conviction solidified the unresolvable contradiction between science (fact/truth) and theology (moral authority).

8. Francis Bacon: The Architect of Technocracy

Francis Bacon (1561–1626) was the first thinker to systematically connect science with the continuous improvement of the human condition.

  • Utilitarian Science: Bacon argued that the true goal of science is "the endowment of human life with new inventions and riches," casting out resignation and pursuing Progress and Power.
  • A Modern Institution: Bacon designed a blueprint for a secure, state-funded, public, and organized scientific enterprise (prefiguring institutions like MIT).
  • The Four Idols: Bacon warned of four mental traps that keep humanity from masterfully controlling nature:
    1. Idols of the Tribe (sensory illusions)
    2. Idols of the Cave (personal biases)
    3. Idols of the Market-place (linguistic confusion)
    4. Idols of the Theater (philosophical dogmas)

9. Student Task 2: Spot the Baconian Idol

Scenario: A modern AI research firm claims that their new generative model is "100% objective, possesses complete emotional empathy, and will solve global climate change by next Tuesday."

Working in pairs, identify which of Bacon's Four Idols are active in this scenario:

  • Tribe: Are the programmers assuming their machine's data represents absolute reality?
  • Cave: How might the developers' tech-enthusiast background bias the design?
  • Market-place: How are words like "empathy" or "objective" being manipulated?
  • Theater: What overarching dogma of "technological saviorism" is being worshiped?

Be prepared to defend your analysis to the class!

10. The Industrial Engine of Technocracy

By the late 18th century, technocracy took firm hold of Western Europe, powered by industrial capitalism.

  • James Watt's Steam Engine (1765): Ended hand-making ("manufacture") and initiated heavy mechanization.
  • Adam Smith's Wealth of Nations (1776): Justified the transition from personalized skilled labor to impersonal, high-volume production. Smith defined our species as Economic Man, driven by a natural instinct to barter and accumulate capital.
  • Richard Arkwright's Factory System: Built cotton-spinning mills and trained workers—mostly children—to "conform to the regular celerity of the machine," pioneering modern capitalistic exploitation.
  • Edmund Cartwright's Power Loom (1806): Fully revolutionized textiles, permanently replacing skilled hand-weavers with low-wage machine operators.

11. Whitehead's Great Idea & The Backlash

As industrial technocracies solidified, the philosophical landscape transformed:

  • The Idea of Invention: Alfred North Whitehead noted that the greatest invention of the 19th century was the idea of invention itself. The question of why we invent receded; the belief that if something can be done, it should be done was born.
  • Technocratic Virtues: Objectivity, efficiency, expertise, standardization, and measurement became the ultimate cultural values.

The Romantic Protest:

  • William Blake: Railed against the "dark Satanic mills" that stripped men of their souls.
  • Matthew Arnold: Warned that "faith in machinery" was humanity's greatest menace.
  • The Luddite Movement (1811–1816): Skilled garment workers destroyed machines not out of childish ignorance, but in a desperate, armed struggle to preserve the rights, customs, and laws that protected human dignity.

12. The Uneasy 19th-Century Tension

In 19th-century America, two opposing world-views—the technological and the traditional—coexisted in an uneasy, friction-filled tension.

  • The Technological Power: Soared on the wings of industrial expansion, capitalist exploitation, and massive continental resources.
  • The Traditional Residue: Held fast to regional pride, family continuity, common sense, ancestral wisdom, and the concept of sin.
  • Literary Reflections:
  • Walt Whitman: Congratulated himself on living in the age of coal-tar discoveries, yet celebrated pre-industrial human souls.
  • Mark Twain: Loved giant machinery and invested fortunes in inventions, but wrote Huckleberry Finn—a masterpiece celebrating the enduring, pre-technological spirituality of man.
  • The Threat: In a technocracy, traditional values are humiliated and subordinated, but not yet destroyed. That final eradication is reserved for Technopoly.

13. Student Task 3: The Luddite Tribunal

Roleplay Debate: Human Rights vs. Mechanical Progress

Context: It is England, 1812. The Power Loom is destroying the livelihoods of skilled weavers, driving their families into severe poverty. Parliament has introduced the Frame Breaking Act, making the destruction of machines a crime punishable by death.

  • Team A (The Hand-Weavers/Luddites): Argue why a culture has the moral and legal right to restrict or destroy technology to protect human dignity, community stability, and traditional rights.
  • Team B (The Industrialists/Baconians): Argue why technological progress must be allowed to play out its hand, why efficiency is the ultimate path to national wealth, and why "resisting the machine" is futile.
  • Judges (The Rest of the Class): Evaluate the arguments. Which side prioritized human values? Which prioritized system efficiency?

14. Summary: The Path to Technopoly

Let's review the historical arc of Neil Postman's taxonomy:

  1. Tool-Using Culture: Tools are servants of a higher spiritual or metaphysical narrative. God is in control.
  2. Technocracy: Tools subordinate the spiritual world, separating intellectual facts from moral values. Progress, efficiency, and Economic Man take the wheel, but traditional beliefs survive in constant, painful friction.
  3. Technopoly: Traditional values are rendered invisible. The culture seeks its sole authorization, satisfaction, and orders from technology itself.
